Botswana has clarified that it does not single out Zimbabweans, as corporal punishment is legal and applied to anyone breaking rules. However, in 2004 it pointed out that 26,214 Zimbabweans were involved in criminal activities in Botswana. "There is a clear correlation between the increases in the rise of crime in Botswana with the presence of illegal immigrants, most of who are from Zimbabwe," the government said in a statement.

Botswana's weighted average tariff rate was 11.2 percent in 2005. There are very few non-tariff barriers to trade, but the government maintains import bans on some products, import licensing requirements, a restrictive standards regime, domestic bias in government procurement, and weak enforcement of intellectual property rights. An additional 10 percentage points is deducted from Botswana's trade freedom score to account for these non-tariff barriers.

Botswana flogs people who cross its borders illegally, which has not helped defuse the situation, despite years of talks between the two governments.
