In 1994, Bosniaks and Bosnian Croats agreed to a cease-fire and established a joint Federation of Bosnia and Herzegovina. During 1995, Serb forces shelled the besieged Sarajevo and launched attacks on the UN-proclaimed “safe areas†of Tuzla, Zepa, and Srebrenica. There were mass deportations of Bosniaks and widespread instances of rape and execution of civilians, especially in Srebrenica. Croat and Bosniak forces later made heavy inroads against Serbs in western Bosnia. An estimated 97,000 to 110,000 persons died during the years of fighting; roughly two thirds of those who died were Bosniaks.

In January 2006 EU peacekeeping force in Bosnia (EUFOR) personnel killed the wife of war crime suspect Dragomir Abazovic as they sought to arrest him in Rogatica; Abazovic and his 11-year-old son were wounded in the operation. EUFOR officials claimed that Abazovic, his wife and son fired first and that Abazovic’s head wound was self-inflicted. EUFOR said it was acting on an arrest warrant from Sarajevo Cantonal Court. The case was later taken up by the State Court, which released Abazovic from custody in February without charge. EUFOR had previously been criticized for failing to apprehend any war crime suspects.

Both the Croatian and Serbian presidents had planned to partition Bosnia between themselves. Attempting to carve out their own enclaves, the Serbian minority, with the help of the Serbian Yugoslav army, took the offensive and laid siege, particularly on Sarajevo, and began its ruthless campaigns of ethnic cleansing, which involved the expulsion or massacre of Muslims. Croats ... began carving out their own communities. By the end of Aug. 1992, rebel Bosnian Serbs had conquered over 60% of Bosnia. The war did not begin to wane until NATO stepped in, bombing Serb positions in Bosnia in Aug. and Sept. 1995. Serbs entered the UN safe havens of Tuzla, Zepa, and Srebrenica, where they murdered thousands.

The third level of Bosnia and Herzegovina's political subdivision is manifested in cantons. They are unique to the Federation of Bosnia and Herzegovina entity, which consists of ten of them. All of them have their own cantonal government, which is under the law of the Federation as a whole. Some cantons are ethnically mixed and have special laws implemented to ensure the equality of all constituent peoples.
