Debate and even factions within the Bolshevik party, in contrast to the limited opposition tolerated from non-party sources, continued to be very lively right through the civil war. But again, the collision with former rank and file supporters of the party in the winter and spring of 1921, proved to be a decisive turning point. Opposition to the leadership within the Bolshevik party concentrated around two groups, the 'Democratic Centralists' and the 'Workers' Opposition'. The Democratic Centralist group was largely intellectual in character and protested against 'bureaucratic and authoritarian' centralism, warning against the development of a 'bureaucratic dictatorship.'

Instead the Bolshevik party decided to set up the 'All Russian Council of Workers Control' with only 25% of the delegates coming from the factory committees. In this way the creative energy of Russian workers, co-ordinated outside Bolshevik control, was blocked in favour of an organisation the party could control. This body was in itself stillborn, it only met once. It was soon absorbed by the Supreme Economic Council set up in November 1917 which was attached to the Council of Peoples Commissars, itself made up of Bolshevik party members.

Many members of the Bolshevik party were Jewish, especially in the leadership of the party. The idea of overthrowing the Tsarist regime was attractive to many members of the Jewish intelligentsia because of the oppression of non-Russian nations within the Russian Empire. For much the same reason, many other non-Russians, notably Latvians or Poles, were over-represented in the party leadership. This was abused by the Tsarist secret police, the Okhranka, which used anti-Semitism and xenophobia as a weapon against the party.

Bolshevik party officials got better rations, accommodation and privileges. In time they were able to transfer their privileges to their offspring, acting just as the ruling class in the West. Chaos in social production didn't vanish, chaos in Stalin's time led to famine. The political authority of the state did not die out and the soviet people were not free.

Although the Bolshevik leadership decided to form a separate party, convincing pro-Bolshevik workers within Russia to follow suit proved difficult. When the first meeting of the Fourth Duma was convened in late 1912, only one out of six Bolshevik deputies, Matvei Muranov, (another one, Roman Malinovsky, was later exposed as a secret police agent) voted to break away from the Menshevik faction within the Duma on 15 December 1912.[9] The Bolshevik leadership eventually prevailed and the Bolsheviks formed their own Duma faction in September 1913.

For the remainder of the Civil War Miasnikov remained a loyal Bolshevik. By 1920 he was chairman of the Perm' Provincial Party Committee, having headed its agitprop section. In September of that year he was a delegate to the Ninth Party Conference, held in Moscow, where he spoke on propaganda work within the party. (13) He did not, like several other delegates at the conference, criticize the party leadership. Yet he was seething with disaffection. He was deeply troubled by the oligarchical tendencies within the party, the drift towards authoritarianism and elite rule, a process greatly accelerated by the Civil War.
