A study of point sources of pollution to the Black Sea was completed by BSEP in 1996. It revealed a large number of small sources of pollution from a wide range of small industries, including such things as chemical plants, clothes and textile manufacture, metallurgical works and food processing. Many of the discharges from these plants are currently poorly regulated and existing regulations vary from country to country. It was agreed to try to harmonise the approach used by all Black Sea countries. After all, why should one country make its industries pay for their pollution whereas another could use the sea as a free waste disposal service? The strategy agreed follows the stepwise approach introduced earlier.

Ordu is a typical Black Sea town covered with hazelnut groves which extend for kilometers within the greenery. It is known for its holiday towns on the shores and the high plateaus in the mountains. The Cambasi High Plateau, with an altitude of 1250 meters, and the Keyfalan Plateau, with an altitude of 2000 meters, are situated to the south of the city. A "Golden Hazelnut" Festival is organized in Ordu every year in the autumn. Unye, Fatsa, Bolaman, Yalikoy and Persembe, which are to the east of the city, are holiday towns famous for their natural beauties and beaches. The Yason Church remaining from the Byzantine Period, is located at Cape Cam (Cape Yason), which is situated between Persembe and Yalikoy.

The Action Plan calls for a State of the Black Sea assessment to be made every five years in order to keep close watch on pollution levels and their trends. Enough information has been gathered as a result of the studies by Black Sea and foreign scientists to make the first assessment. This will be published as a book by mid 1999. This assessment examines the sources of pollution, the levels of potential pollutants in the Sea, their effects on marine organisms and the measures that are being taken to control them. Earlier, Turkey's decision to join NATO (putting the Bosporus Strait under Western control) and invention of long-range nuclear weapons have dramatically decreased the strategic value of any naval activity in the Black Sea. In 1999 Ballard discovered an ancient shoreline, about 550 feet (168 meters) below the current level of the Black Sea. Sediment samples indicated that a massive flooding event inundated the region approximately 7,500 years ago.

Every year thousands of tonnes of nitrogen and phosphorus enters the Black Sea as runoff because of poor farming methods or from insufficiently treated wastewater. These nutrients can then stimulate blooms of phytoplankton and create "dead zones" where other marine life is starved of light and oxygen.
