The Co-operative Marine Science Programme for the Black Sea (CoMSBlack) (1991) was the first multinational program implemented in the Black Sea. It was recognized and supported by the Intergovernmental Oceanographic Commission (IOC) and UNESCO. The participating countries in CoMSBlack were Bulgaria, Romania, Ukraine, the Russian Federation, Turkey and the USA.

The near ecological collapse of the Black Sea in the 1990's resulted in losses of billions of dollars to the coastal countries of Turkey, Bulgaria, Romania, Ukraine, Russia, and Georgia. The economic cost attributed to the collapse of its fisheries and tourism industries alone was estimated at $500 million per year. This does not take into account the economic impacts of lost biodiversity or human health costs.

The mutual expressions of enhanced interest to move ahead with the relations between the European Union and the countries of the wider Black Sea area have grown remarkably over the past two years and in particular over the last six months. This new situation needs to be acted upon.

[S]imply reducing nutrients will not be enough to restore the Black Sea ecosystem. Countries ... need to promote the enhancement of wetlands and seabed plant communities to absorb nutrients and to improve the management of natural habitats.
