Clinton taught law at the University of Arkansas for a few years. During this time, he ran for the House of Representatives in 1974 against Congressman John Paul Hammerschmidt. Clinton lost the election by over 6,000 votes. After his teaching stint, Clinton was elected Attorney General of Arkansas in 1976. Bill Clinton was elected governor of the state of Arkansas first in 1978, when at the time he was the youngest state governor in the United States. His first term was fraught with difficulties, including an unpopular motor vehicle tax, and popular anger over the escape of Cuban prisoners (from the Mariel Boat Lift) detained in Fort Chafee in 1980.

[I]n 1993, Clinton promoted another controversial issue, this time regarding free trade when he supported the North American Free Trade Agreement for ratification by the U.S. Senate. Clinton, along with most of his Democratic Leadership Committee allies, strongly supported free trade measures; there remained... strong intra-party disagreement over the decision. Opposition chiefly came from anti-trade Republicans, protectionist Democrats and supporters of Ross Perot. The bill passed the house with 234 votes against 200 opposed (132 Republicans and 102 Democrats voting in favor, 156 Democrats, 43 Republicans, and 1 independent against). The treaty was then ratified by the Senate and signed into law by the President on 1 January 1994.[37]

After the Democratic party lost control of both houses of Congress in Nov., 1994, in elections that were regarded as a strong rebuff to the president, Clinton appeared to have lost some of his political initiative. He was often criticized for vacillating on issues; at the same time, he was embroiled in conflict with sometimes radically conservative Republicans in Congress, whose goals in education, Medicare, and other areas often were at odds with his own. In 1995 and 1996, congressional Republicans and Clinton clashed over budget and deficit-reduction priorities, leading to two partial federal government shutdowns. Perceived as the victor in those conflicts, Clinton regained some of his standing with the public. Allegations of improper activities by the Clintons relating to Whitewater persisted but were not proved, despite congressional and independent counsel investigations.

Other firsts by Clinton include being the first president with a widely known nickname, that being "Boo-Boo", which was given to him by Monica Lewinsky while she was lolling on his johnson. Clinton ... had a nickname for Monica, though much less-know. He had christened her as, simply, his "Big, Fat Pickanick Basket."
