A major constraint on the economic development of Belize continues to be the scarcity of infrastructure investments. As part of its financial austerity measures started in late 2004, the government froze expenditures on several capital projects. Although electricity, telephone, and water utilities are all relatively good, Belize has the most expensive electricity in the region. Large tracts of land, which would be suitable for development, are inaccessible due to lack of roads. Some roads, including sections of major highways, are subject to damage or closure during the rainy season. Ports in Belize City, Dangriga, and Big Creek handle regularly scheduled shipping from the United States and the United Kingdom, although draft is limited to a maximum of 10 feet in Belize City and 15 feet in southern ports.

Belize City is one of the most dangerous cities in Belize, although it's very easy to be safe there. It's highly recommended that you remain in the tourist zone that runs just north of the marina to the southern extension to the east of the main canal. There are plenty of khaki tourist police monitoring the area, and should you have a problem, feel free to approach them. Be sure to know the police officer. Belize city is known for corrupted police officers. Just exercise common sense and do not go wandering around alone after dark.

In 2000 the Government and the Mayan People of Southern Belize (a loose association of Mayan and nongovernmental groups) signed a collective agreement to address the grievances set forth in a petition by Mayan community leaders in 1998. The Mayan people live in the south, the poorest region of the country and the area that received the least government funding. On December 19, the Government signed an agreement with the Maya Leader's Alliance to begin implementing phase one of the 2000 agreement.

The damages—which were estimated at more than $150 million—included the substantial devastation of the banana industry, Belize's fifth largest source of exports.

Territorial disputes between the UK and Guatemala delayed the independence of Belize (formerly British Honduras) until 1981. Guatemala refused to recognize the new nation until 1992. Since then Guatemala has claimed half of southern Belize; Guatemalan squatters continue to settle along the border despite a 2000 agreement; OAS brokered a Differendum in 2002 that created a small adjustment to land boundary, a large Guatemalan maritime corridor in the Caribbean, a joint ecological park for disputed Sapodilla Cays, and a substantial US-UK financial package, but agreement was not brought to a popular referendum
