In 2004 - 2006 IFC and SIDA continued their joint efforts to improve the business environment in Belarus by implementing the Business Enabling Environment Project. This advisory assistance effort was aimed at reducing the regulatory burden on SMEs and improving their access to information through creating a dedicated on-line resource (www.bel.biz). The most significant results were attained in the following regulatory areas: registration and business permits. The Project facilitated the introduction of a one-stop shop for business registration and the reduction in the notary fees payable by SMEs. This in turn entailed a 58% drop in the cost of registration and a 27% decline in its duration. IFC’s extensive advocacy work convinced the government to include the business permits reform in its current work plan.
