Atkins relocated to San Diego in 1985 to help her pregnant sister, Tenia Phillips. She ended up staying permanently. She joined the staff of Womancare Health Center as Director of Clinic Services. Atkins served as council representative and policy analyst to Councilmember Christine Kehoe for a number of years. When Kehoe was elected to the state legislature, Atkins was elected to Kehoe's seat, the Third District of the City Council of San Diego, on November 7, 2000. She was reelected in March 2004.

> The alleged victim, Benerah Sanford, told police: She and Atkins argued Saturday on a drive to Atkins’ grandmother’s house. Atkins leaned over and punched her at least 13 times, and pushed her face against the car’s window while he conversed with relatives. Every time Sanford tried to exit the car, Atkins either punched her or stepped on the gas. When the pair finally arrived at Atkins’ home, she ran off and called the police.

A Democrat, Atkins has served on the City Council since 2000, when she replaced another lesbian, Christine Kehoe, who went on to the California Legislature. Atkins represents much of the older urban core of San Diego, including several neighborhoods with significant LGBT populations.
