The Dickinson Draft of the Articles of Confederation named the Confederation "the United States of America," provided for a Congress with representation based on population, and gave to the national government all powers not designated to the states. After considerable debate and alteration, the Articles of Confederation were adopted by Congress on November 15, 1777. In this "first constitution of the United States" each state retained "every Power...which is not by this confederation expressly delegated to the United States," and each state had one vote in Congress.
Scholarship applicants must be third-year law students as of Fall 2006, who submit articles on the Constitutional right to keep and bear arms. Articles must be of quality suitable for publication in a law review journal and authors may not have been previously admitted to practice law in the United States at the date of submission. Papers cannot have been previously published. Citations should conform to A Uniform System of Citation, current edition. The scholarships will be awarded to first, second, and third place winners in the amounts of $12,500, $5,000, and $2,500 respectively.
