Captain Arthur Phillip (1738-1814) was born in London and trained as an officer in the Royal Navy from 1755. He made post-captain in 1781 and was chosen to lead the First Fleet to settle Botany Bay in 1786. However, Phillip chose to settle at Sydney Cove, in Port Jackson, after finding original site unsuitable. He served as Governor of the infant colony until December 1792, when he returned to England for medical treatment. Phillip returned to naval service in 1796, rising to the rank of Admiral by his death in 1814.

Phillip Island was discovered in 1798 by George Bass, and eventually named after Captain Arthur Phillip, the first Governor. In the early days, the island supported a variety of industries including, sealing, whaling, sheep farming and chicory farming. It was even used for a short time as a military post to deter the French from claiming the area. In 1920 a track to the penguin colony was built, and tourism began.
Governor Arthur Phillip built a small house on Rose Hill for times he spent in the town. This was replaced by what is now known as Old Government House in 1799. It was used as a retreat by Governors until the 1850's, and is Australia's oldest surviving public building. This 3.2 hectare is located in the Arthur Phillip ward and has the following facilities:
Within six weeks after the arrival of the First Fleet in Port Jackson, Governor Arthur Phillip hopeful of finding better grazing and agricultural land set out to explore the coast to the north of Port Jackson in a cutter. On the 2nd of March, they arrived in Broken Bay and explored Brisbane Water and Cowan Creek and traveled up the Hawkesbury River as far as Dangar Island.
Kidnapping a person may seem a strange way to begin a relationship, but there is no doubt that a close relationship developed between Bennelong and Captain Arthur Phillip. Like the few Aborigines who had briefly stayed at Sydney Cove, Bennelong soon adopted European dress and ways, and learned English. He gave Governor Phillip the Aboriginal name Woollarawarre and adopted for himself the name of Governor. This was done as a mark of respect and affection for the Governor and was extremely important as the interchanging of names was 'found as a constant symbol of friendship among them', as said Captain Watkin Tench.[1]
Over the next five years, the new Colony in NSW and at Norfolk Island prospered under the fine stewardship of Captain Arthur Phillip. Although he was not to learn of it until after his return to England, the Governor's first wife died on the 6th. of October 1792.
