Political divisions of Europe in 1919 showing the independent Armenian republic. After the Marzpanate period (428-636), Armenia emerged as the Emirate of Armenia, an autonomous principality within the Arabic Empire, reuniting Armenian lands previously taken by the Byzantine Empire as well. The principality was ruled by the Prince of Armenia, recognised by the Caliph and the Byzantine Emperor. It was part of the administrative division/emirate Arminiyya created by the Arabs, which ... included parts of Georgia and Caucasian Albania, and had its center in the Armenian city Dvin. The Principality of Armenia lasted till 884, when it regained its independence from the weakened Arabic Empire.
For purposes of local government, Armenia is divided into ten marz (regions), including Yerevan. The regions are subdivided into hamaynk (communities). The National Assembly appoints and dismisses governors to administer the regions in accordance with national policies. The communities exercise local self-government. They hold local elections every three years to select a community leader.
Official seal of Armenia Despite Armenia's quickly expanding economy at the time, the means of transportation were still very limited. The main form of transporting people and merchandise was by mule, due to the mountainous terrain surrounding the city. It was not until the construction of the first asphalt road in 1927 to Zarzal in the Cauca river valley that transportation was improved.
