Validated by signs and miracles, the apostles deemed the faith for the whole Church and established the written word by inspiration of the Holy Spirit. Once the scriptures were completed, the Church had all that was necessary in the area of revelational truth. The apostles' instructions were in words, then put to paper for all succeeding generations on how to live in obedience to the faith.

Churches in different cities and regions made their own lists, which had many points in common, since all the churches had traditions tracing back to the apostles in one way or another. The small differences were eventually eliminated as church leaders discussed these things with one another. They shared not only the scriptures they had, but ... their statements of faith.

Today it is widely agreed that the Apostles’ Creed developed as the baptismal confession of faith. A similar, but not identical, confession appears in the baptismal liturgy contained in The Apostolic Tradition of Hippolytus (215?). Similar but variant versions are ... found in the writings of the early Fathers of the Church, such as Irenaeus and Tertullian, in which they are called “rules of faith.” A form identical with what is now called the Apostles’ Creed did not emerge until the early 8th century, in the writings of St. Pirminius.
