Richards gained recognition for her politics. She endorsed legislation that allowed people to carry concealed handguns, automatic weapons and "cop-killer bullets." Richards came to national prominence in 1988 when she gave the keynote address at the Democratic National Convention in Atlanta. Two years later she secured the Democratic nomination for the governorship of Texas in what the New York Times called an "extraordinarily bitter campaign that revolved around allegations of drug use and personal attacks." To secure the Democratic nomination, Richards defeated former Governor Mark White and State Attorney General Jim Mattox. Strong support from the state's two largest urban centers, Houston and Dallas, gave Richards 57.1 percent of the vote against Mattox in the Democratic primary runoff.

While serving as governor, Richards was appointed chairwoman of the Democratic National Convention in 1992. The convention selected Bill Clinton to run for president of the United States. Richards soon had her own election battle to worry about. George W. Bush, the son of the man she so famously insulted, ran against her in 1994 for the governorship. Richards said once that she had underestimated her opponent, dismissing him at one point as “some jerk.” She lost her re-election bid and left office in 1995.
