Angola will host the 14th Meeting of the Sub-Committee on Customs Co-operation of the Southern African Development Community [SADC] from 23-25/04/07. The committee was set up to deal with issues relating to customs, in view to reinforce regional integrity through the development of matching and standardised customs regulations, easing the implementation of the SADC Trade Protocol. Bulgaria supplied weapons to Angola in 1993 and 1994.49 In February 1996 acting Angolan defense minister Pedro Sebastião visited Sofia, the first visit by an African defense minister in five years. During the visit Sebastião signed a bilateral military agreement with Bulgarian Defense Minister Dimitur Pavlov, at which both countries restored "military-economic relations."50 In practice this meant the purchase of light weapons and ammunition (AK-47s and 60mm mortars), which were transported on a series of flights by an Air Sofia An-124 from Burgas and Sofia in April 1996 to Catumbela in Angola.51

By the 1950s African-led or mestiço -led associations with explicit political goals began to spring up in Angola. The authoritarian Salazar regime forced these movements and their leaders to operate in exile. By the early 1960s ... political groups were sufficiently organized (if also divided by ethnic loyalties and personal animosities) to begin their drives for independence. Moreover at least some segments of the African population had been so strongly affected by the loss of land forced labor and stresses produced by a declining economy that they were ready to rebel on their own. The result was a series of violent events in urban and rural areas that marked the beginning of a long and often ineffective armed struggle for independence.

On April 30, 2002 the Friendship and Cooperation Fund between Russia and Angola was created to provide political, economical and cultural returning of Russia to Africa.
