Angola accused Malawi in March 1999 of allowing UNITA rebels to use its airspace to fly weapons to territories under its control. The Malawi defense minister Joseph Kubalo has denied these allegations through the Southern African Development Community.135

OMS International entered Angola in 2003 to partner with local churches in the Village Church Planting Program (VCP). VCP teams train bi-vocational Christian leaders to start new churches in villages where no church exists. These church planters study Bible, theology and practical church planting as they evangelize and make disciples. All church leaders are taught that healthy churches grow and multiply. Bi-vocational pastoral workers must establish their church and begin planting a daughter church before they can graduate from the three-year training program.

The initial phase of the deployment with Movicel will consist of rolling out network equipment to provide CDMA voice, data access, SMS, and international roaming to approximately 120,000 subscribers at 32 remote sites in eight provinces in Angola. The operator plans to expand the subscriber capacity and coverage area of the network significantly over the next several years in hopes of reaching more than one million subscribers by 2007.
