Andorra is a co-principality with the President of France and the Bishop of Urgell, Spain as co-princes, in a duumvirate. The politics of Andorra take place in a framework of a parliamentary representative democracy, whereby the Prime Minister of Andorra is the head of government, and of a pluriform multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and parliament. The Judiciary is independent of the executive and the legislature.

LEAD: The principality of Andorra has decided to draft its first constitution. The legislature, the General Council of the Valleys, agreed unanimously Monday night to draft a constitution for the little principality of 50,000 betweeen France and Spain in the Pyrenees Mountains, which is ruled by two co-princes - the President of France and the Roman Catholic Bishop of the Spanish town of Urgel under a 700-year-old agreement.

The Principality of Andorra lies in the Pyrennes mountains between Spain and France. Although its history can be traced back more than 1000 years it has had an official mint only since 1977. Since that time the Andorran mint has issued collector coinage. Day-to-day requirements in its economy used to be met with the use of French francs and Spanish pesetas, but are now met with the use of the euro.

The current political organization of Andorra dates from the 16th century. Over the years nothing, except the French Revolution, managed to change the situation of the Co-principality which was apparently established in 1159.
