The union's proposal, which was given to American today, calls for four weeks of negotiations beginning March 3. If an agreement isn't reached, both sides would jointly call for the National Mediation Board to assign a mediator to the case. Then the two sides would have 120 days to reach a deal. If not, they would ask the NMB to offer binding arbitration.
