Albania is a parliamentary democracy. The Albanian Constitution was adopted by referendum on 22 November 1998 and came into effect shortly afterwards. Albania's former Communists were routed in elections Mar. 1992, amid economic collapse and social unrest. Sali Berisha was elected as the first non-Communist president since WWII. Berisha's party claimed a landslide victory in disputed parliamentary elections, May 26 and June 2, 1996. Public protests over the collapse of fraudulent investment schemes in Jan. 1997 led to armed rebellion and anarchy. The UN Security Council, Mar. 28, authorized a 7,000-member force to restore order. Socialists and their allies won parliamentary elections, June 29 and July 6, and international peacekeepers completed their pullout by Aug. 11.
