Alaska ranks last among U.S. States in the percentage of its rural population who have adequate household plumbing facilities, including running water. This presentation is a dialogue about rural verses urban issues of inequality, water quality, rural and community development, and the well-being of Alaskans.

Alaska's economy is heavily dependent on increasingly expensive diesel fuel for heating, transportation, electric power and light. Though wind and hydroelectric power are abundant and underutilized, proposals for state-wide energy systems (e.g. with special low-cost electric interties) were judged uneconomical (at the time of the report, 2001) due to low (<$0.50/Gal) fuel prices, long distances and low population.[24] The cost of a gallon of gas in urban Alaska today is usually $0.30-$0.60 higher than the national average; prices in rural areas are generally significantly higher but vary widely depending on transportation costs, seasonal usage peaks, nearby petroleum development infrastructure and many other factors.

ACS will be providing Alaska with its innovative Health Enterprise(TM) solution, the most sophisticated Medicaid system in the healthcare market today. This system is currently being developed for use by the states of New Hampshire and North Dakota. Its web-based suite of technologies includes solutions for administering the Medicaid enterprise. At the core of Health Enterprise is a set of applications and data analytics used to support administration of the Medicaid enterprise, such as member and provider management, waivers, managed care, disease management, pharmacy programs, eligibility, claims processing, and third-party liability.

A nationwide audit began this winter and promises to have a major impact on Alaska. The Payment Error Rate Measurement (PERM) is a review of how accurately all 50 states are billing Medicaid and is a key audit for Alaska.
