In 1996, al-Qaeda announced its jihad to expel foreign troops and interests from what they felt were Islamic lands. Bin Laden issued a fatwa,[79] which amounted to a public declaration of war against the United States and any of its allies, and began to focus al-Qaeda's resources towards attacking the United States and its interests. Also occurring on June 25th, 1996 was the bombing of the Khobar towers, located in Khobar, Saudi Arabia.

Zarqawi's group, al Qaeda in Iraq, has continued to foment sectarian unrest. In February 2006, it attacked one of the country's most sacred Shiite sites, the Golden Mosque in Samarra. Zarqawi's death last summer changed little. The USG Open Source Center summarizes the main points in the new video released by al-Qaeda's number 2 man, Ayman al-Zawahiri. Zawahiri identifies Iraq as the primary field for jihad or holy war and defends the Islamic State of Iraq (radical Sunni Muslims in Iraq) from charges of having been especially vindictive and destructive. Zawahiri ... again slams the the Shiites. He sees Iran as hypocritical and actually tacitly cooperating with the US. He dismisses Muqtada al-Sadr as an Iranian cat's paw. He attacks Hasan Nasrallah of Lebanon's Hizbullah.

Al-Qaeda turncoat Jamal Ahmad al-Fadl testified that in late 1993 or early 1994 he was involved in a concerted effort to obtain uranium from traffickers in Khartoum. Al-Fadl himself was not the chief architect of this uranium procurement effort but he was charged with facilitating the transfers of communications, money, and materials for this operation. He stated that al-Qaeda was “very serious, and they want[ed] to buy it [uranium].” Al-Fadl admitted to having arranged a price of $1.5 million for the uranium but obtained no further details of subsequent activities [2].

The principal stated aims of al-Qaeda are to drive Americans and American influence out of all Muslim nations, especially Saudi Arabia; destroy Israel; and topple pro-Western dictatorships around the Middle East.
