Safety concerns will continue to plague the airline industry, even though the FAA assures the flying public that, statistically, at least, flying a major airline in the United States is far safer than driving on an interstate highway. Questions persist about the FAA's effectiveness in overseeing air safety. And financially strapped airlines, which posted $12.8 billion in losses from 1990 to 1994, must make difficult risk-benefit analyses when contemplating new safety measures.

As an incumbent airline, BA had grandfather rights to around 36% of takeoff and landing slots at Heathrow, many of which are used for the lucrative trans-Atlantic market. Some competitors, such as Virgin Atlantic and bmi, assert that this stifles competition and some political think-tanks recommend an auction of slots. In recent years British Airways has been buying slots from other airlines including United Airlines, bmi, Brussels Airlines, GB Airways and Swiss International Air Lines, and now owns about 40% of slots at Heathrow.[47]

Increased competition spawned discount fares, and from the traveler's perspective, the discounts are the most important result of airline deregulation. Fares have declined more than 35 percent in real terms since deregulation in 1978. They have become so low, in fact, that interstate bus and rail service has been hard pressed to compete with the airlines, which today provide the primary means of public transportation between cities in the United States.

And labor groups, a powerful consistuent in the airline industry, are often wary of such deals. The talks between United and Continental have an additional complication: A previous agreement between Continental and Northwest allows Northwest to block certain merger transactions involving Continental.

Harris Interactive surveyed online nearly 600 Denver-area travelers about their airline preferences. When asked what airline is their favorite, more respondents chose Frontier than any other airline. Frontier was chosen more often than second place United by fifteen percentage points and by thirty-five percentage points compared to Southwest.
