In the 1980's interest in the prevention of hijacking during the 80's was high in Europe, due to a dramatic and very public explosion of high profile aircraft terrorist events. These had started in 1968 when Arabs seized an E l Al plane in Rome, it continued with many other incidents including the hijacking of the Air France airliner diverted to Entebbe, the Malta hijacking when 59 people died, the Dawson's field incident and the attack on Lodd Airport. Therefore in the late 1980's it seemed as though hijacking was in the ascendancy and that systems should be put into operation to combat that menace. This was the main impetus for a project to combat such activities.

The assertion that aircraft hijacking is a contagious phenomenon, that one hijacking lea& to another, appears in a wide variety of literature. Rich (1972) and Whelton (1972) write of a "skyjack virus" transmitted through the media. Phillips (1973) discusses the importance of imitation in explaining hijackings, and Chauncey (1975) and Minor (1975) consider a "hijacking as fad" hypothesis. Arey (1972) attributes several specific incidents to imitation of certain other incidents. Similar assertions are made in more general literature on "terrorism" and collective violence (e. g., Hacker 1981; Livingstone 1982; Pitcher, Hamblin, and Miller 1978) and in Hawkes's (19 7 1) discussion of a stochastic model of contagion.
The Transportation Security Administration (TSA) has jurisdiction over aircraft hijacking and/or hostage incidents, when the incident occurs onboard an aircraft in-flight. The Federal Bureau of Investigation has jurisdiction over aircraft hijacking and/or hostage incidents, when the incident occurs on board an aircraft on the ground. The TSA ... has responsibility for all screening checkpoints and the screening of all luggage.

A preventive method for preventing suicidal hijack by means of aircraft-carried global position electronic map is disclosed. The data such as the identity of the pilot on the aircraft, the real-time data of the aircraft-carried global position device, the electronic maps of the flight courses, data for automatically entering aerodromes, data for ground piloting, data of the fixed or movable targets on the ground or water requested to be protected, and the pre-fixed electronic maps of the flight-prohibition targets within the whole airspace, are collected and processed by computers, so as to determine whether the aircraft is in a legal or illegal manipulation condition, and thereby automatically protect the flight security and public security. By means of high-techs, this invention enhances the ability of aircrafts for preventing suicidal hijacks. Thus incidents such as Sep. 11 suicidal hijack can be prevented. In case of a normal hijack, the pilot can still deal with such accident according to conventional flight routine, but the aircraft will automatically refuse flying to the flight-prohibition targets.
