Mirwais, you're right - Massoud visited Strasbourg in April, 2001 at the invitation of the European Union. At the time, he was leading the fight in Afghanistan against the Taliban and al Qaeda, with virtually no meaningful support from the West. He spoke the words you attribute to him.

For years, Massoud courageously fought the Taliban and Al Qaeda. As a result, he was assassinated by agents thought to belong to Al Qaeda, two days before the devastating terrorist attacks on the United States on Sept. 11.

During all the years of resistance against the Soviet Union and later the Taliban and Al Qaeda, Massoud was well known for his benevolent treatment of prisoners. They were given the same food like the Mujahedin, were allowed to move freely within Panjsher and to see visitors as well as write and send letters.
