Age of Consent mostly represented an opportunity for Powell to work with James Mason, who was ... a producer on the film. Mason had considerable control over the casting, pushing for Jack MacGowran to be cast as his overbearing and annoying friend, despite Powell's skepticism. Powell's ultimate lack of control over the finished product that screened outside Australia is perhaps another reason for this film's negative critical reputation. The film was a victim of studio meddling. Columbia's US and British release cut an early sex scene with James Mason and Clarissa Kaye, and replaced Peter Sculthorpe's original score.
The general moral philosophy behind age of consent laws is the assumed need for the protection of minors. It is a common belief in many societies that minors below a certain age lack the maturity or life experience to fully understand the ramifications of engaging in sexual acts. These fears may include but are not limited to resulting pregnancies and psychological or physical damage. There is an ongoing debate in many cultures regarding child sexuality as it relates to age and an appropriate age of consent.[1] It is these debates that have informed the various laws in different jurisdictions and account for their disparity. Different cultures regard minors engaging in sexual activity as anything from normal to deviant behavior in need of correction.
The legislation which lowered the age of consent introduced a new offence of “abuse of trust”. This was retained in the 2003 Sexual Offences Act. This is intended to criminalise those who use a position of trust over a young person to take sexual advantage of them. However, the new offence is too narrow in its scope, welcome though it is.
The BMA's previous consideration of the age of consent for homosexual men referred to the need for a differential in the age of consent for heterosexuals and homosexuals to reflect the slower rate of biological development in males. Although complete sexual maturity is reached about the same average age in both sexes[4], research on children's development carried out by Tanner[5] reveals that the growth spurt in girls occurs two years earlier than that in boys. However, growth spurt is only one of many measures of development. In girls adolescent growth spurt, in the sequence of events that occur at puberty, is placed earlier than in boys. Growth spurt may be the first event of puberty in girls but in boys the first indicator of puberty is likely to be enlargement of the genitals. There is little solid information on the relationship between emotional and physiological development and it is primarily commonsense that dictates the notion that emotional attitudes are related to physiological events[5].

The age of consent in New Hampshire is 16. However a close in age exception exists where a person may "engage in sexual penetration" with a person 13 years old or older and younger than 16 if their age difference is less than 3 years. However if the partner is acting "in loco parentis", e.g. as a teacher or a guardian, the minimum age is 18. NH Criminal code Section 632-A:3 and Section 632-A:2
The EFC applauds the government's introduction of Bill C-22, “Age of Protection” on June 22nd, 2006, which would raise the age of consent to engage in sexual activity to 16 years of age.
