In the medical area, the GPIT Guide (www.GPIT.ie) suggests that an individual may be assumed to be competent to give consent for medical purposes on reaching the age of 16 years. Where the individual is below that age, consent may still be given, but this requires that the medical practitioner involved must assess whether a child or young person has the maturity to understand and make their own decisions about the handling of their personal health information. In relation to the right of access to health data, where the individual is below 16 years, it was recommended that the general practitioner should use professional judgement on a case by case basis, on whether the entitlement to access should be exercisable by (i) the individual alone, (ii) a parent or guardian alone, or (iii) both jointly. In making a decision, particular regard should be had to the maturity of the young person concerned and his or her best interests.
Sexual relations with a person under the age of consent is in general a criminal offense, with punishments ranging from token fines to life imprisonment. In the United States this offense is frequently (but often inaccurately) called statutory rape, though outside the United States other names are more commonly used (e.g. "carnal knowledge of a person under sixteen years").
The interpretation of Iowa law is that the age of pure consent is 16. But sexual acts involving a 14 or 15 are permissible so long as the older person is not more than four years older than the younger, the older is not related to or living with the younger, and the older is not in authority.
Statutory rape is the crime that someone can be charged with if they have sex with a person who has not reached the age of consent but who agrees to have sex. Some countries have different names for this. Some states in the US for example call it 'unlawful sexual penetration' or just 'rape'.

Those who are familiar with recent legal history around youth sexuality will know that the Criminal Code now contains very strict restrictions on sexual activity with anyone under the age of 18. It prevents any 'exploitative' sexual relationship with a person under 18. The definition of exploitation is incredibly vague, and can include anything from the age of the other person to how the relationship evolved.

Sexual abuse is the term for an adult using their age or authority over a young person to make any type of sexual contact. There is a difference between this and two young people who are in a consenting relationship.
