Set in Europe at the time of the migration of nations (about 200-450 AD), Against Rome takes the player to that part of the continent that has not yet succumbed to the Roman Empire. This vast territory, which the Romans disparagingly called barbaricum, is the home of numerous primitive nations. The player takes control over one of these barbarian tribes, who as a whole stood out for a pronounced lack of cultural achievements, combined with a ferocious belligerence. Skirmishes, raids and plunderings were the order of the day for these barbarians and are, therefore, the great theme of this game. Based in a small village, the player and his barbarians roam the vast forests of Germania or the barren steppes of eastern Europe to raid other settlements in their search for food, weapons and gold. These resources will help the barbarian chieftain expand his settlement and, above all, increase his reputation.

King Eumenes of Pergamum continued his father's hostility toward Macedonia, and in 172 he delivered a complaint in person to Rome's Senate and convinced the Senate that Perseus was plotting against Rome. The Senate decided that it was in Rome's interest to destroy Perseus. In the autumn of 172 Rome deceived Perseus by granting him a truce. As planned, Rome spent the winter preparing for war. And early in 171, on the pretext that Perseus had attacked some allies of Rome in the Balkans, the Senate declared war against him.

Theatre of Punic Wars Rome first began to make war outside the Italian peninsula in the Punic wars against Carthage, a former Phoenician colony[93] on the north coast of Africa that had developed into a powerful state. These wars, starting in 264 BC[94] were probably the largest conflicts of the ancient world yet [95] and saw Rome become most powerful state of the Western Mediterranean, with territory in Sicily, North Africa, Iberia, and with the end of the Macedonian wars (which ran concurrently with the Punic wars) Greece as well. After the defeat of the Seleucid Emperor Antiochus III the Great in the Roman-Syrian War (Treaty of Apamea, 188 BC) in the eastern sea, Rome emerged as the dominant Mediterranean power and the most powerful city in the classical world.
Among these new religions was the worship of the Great Mother, Cybele, the deity that had been imported to save Rome during the war against Hannibal - a worship that involved begging, self-mutilations, eunuch priests and colorful processions. Another imported religion was the Orphic mysteries from Greece, which claimed that the human soul was of divine origin, that human nature was divided between good and evil, and that one's soul could rise above humanity's inherited evil.

A challenge against the Pope's temporal domain was viewed with great distrust by Catholics around the world, and French troops were stationed in Rome. Victor Emmanuel was wary of the international reprecussions of attacking the Papal States, and discouraged his subjects from participating in revolutionary ventures with such intentions. Nonetheless, Garibaldi believed he had the secret support of his government.
