With deployments in Mainland China and Taiwan, Thailand, Vietnam, Africa, and soon in the United States, UTStarcom dominates the worldwide PAS market. Merrill Lynch named the company the top PAS manufacturer in October 2002. UTStarcom ... earned the top spot in the Infonetics Research reports on the worldwide softswitch market in the second, third, and fourth quarters of 2002 and in the first quarter of 2003, and Synergy Research rated UTStarcom second in the worldwide DSLAM sector. Both softswitches and DSLAMs are key technology areas in high-growth markets.
Following Second World War, nationalist movements arose across West Africa. In 1957, Ghana, under Kwame Nkrumah, became the first sub-Saharan colony to achieve its independence, followed the next year by France's colonies; by 1974, West Africa's nations were entirely autonomous. Since independence, many West African nations have been plagued by corruption and instability, with notable civil wars in Nigeria, Sierra Leone, Liberia, and Côte d'Ivoire, and a succession of military coups in Ghana and Burkina Faso. Many states have failed to develop their economies despite enviable natural resources (see: Petroleum in Nigeria), and political instability is often accompanied by undemocratic government. AIDS is ... a growing problem for the region, particularly in Côte d'Ivoire, Liberia, and Nigeria. Famine has been a problem in parts of northern Mali and Niger, the latter of which is currently undergoing a food crisis.

Extensive human rights abuses still occur in several parts of Africa, often under the oversight of the state. Most of such violations occur for political reasons, often as a side effect of civil war. Countries where major human rights violations have been reported in recent times include the Democratic Republic of the Congo, Sierra Leone, Liberia, Sudan, Zimbabwe, and Côte d'Ivoire.
The U.S. has trained over 80 percent of African peacekeepers who are currently deployed in African Union and United Nations missions both inside and outside of Africa. The U.S. is partnering with the AU and member states to support the establishment of an African Standby Force.
