Great instability... was mainly the result of marginalization of other ethnic groups and graft under these leaders. For political gain, many leaders fanned ethnic conflicts that had been exacerbated, or even created, by colonial rule. In many countries, the military was perceived as being the only group that could effectively maintain order, and it ruled many nations in Africa during the 1970s and early 1980s. During the period from the early 1960s to the late 1980s, Africa had more than 70 coups and 13 presidential assassinations. Border and territorial disputes were also common, with the European-imposed borders of many nations being widely contested through armed conflicts.
The World Health Organisation (WHO) country representative Dr. Walker Oladapo supported the idea of carrying out vaccine trials in Africa, since that was where the problem was biggest. He urged participants to take advantage of the technology, and put it into use in their laboratories for better solutions to the epidemic.

Too many nations continue to follow either the paternalistic notion that treats African countries as charity cases, or a model of exploitation that seeks to buy up their resources. America rejects both approaches. The United States is treating the leaders of Africa as equal partners, asking them to set clear goals, and expecting them to produce measurable results. Together, Africa's leaders and the United States are working to pioneer a new era in development on the African continent.

Because of the medications, the prevalence of HIV has diminished in the U.S. and Brazil but has increased in Africa. The U.S. is a major donor in combating AIDs in Africa. But in recent years, the contributions of other countries towards the crisis have increased while U.S. contributions have leveled off.
