The Bonn Agreement of December 2001 called for the establishment of a Judicial Commission to rebuild the domestic justice system in accordance with Islamic principles, international standards, the rule of law, and Afghan legal traditions. However, by year's end, the Commission members had not been announced and there was no independent judiciary.
U.S. nation-building missions in Iraq and Afghanistan have been largely unsuccessful in establishing law and order. More troops, aid, and a peace treaty or formal surrender might have prevented a prolonged insurgency.

A humanitarian unit called The Temple Solar Project was established by several Rotary groups in November of 1998. It has been supplying large community sized cookers called The Villager (produced by Sun Oven) to communities around the world. The cost of each villager is $10,000, plus shipping costs of an additional $3,500. Five of the Villagers have been shipped to Afghanistan; two are already installed and in operation. The others are in transit or awaiting delivery.
WASHINGTON, March 29 /PRNewswire/ -- The USO is opening its newest center in Afghanistan in early April, bringing to 123 the number of USO centers worldwide. The National Football League donated $250,000 to the USO last year for construction of the center, named in honor of Pat Tillman. A former player with the Arizona Cardinals and an Army Ranger, Tillman was killed during combat operations in Afghanistan in 2004.
