In 2004 206,700 hectares of opium were under cultivation in Afghanistan. U.S. Government estimates place cultivation in 2005 at 107,700 hectares, a 48% decrease from 2004 levels. Reductions in cultivation in 19 of 26 poppy-growing provinces contributed to this dramatic decrease. Unfortunately, proportionate declines in potential opium production did not occur. Due to favorable growing conditions, potential opium production declined by only 10% from 2004 to 2005.
Afghanistan Additional economic growth programs are assisting Afghanistan's businesses with credit, training, and other support services. Land titling and property rights are being strengthened, while moribund state-owned enterprises are being privatized. These activities are generating investment, strengthening businesses, and creating job opportunities. Importantly, USAID ... works with the government of the Islamic Republic of Afghanistan to increase revenue collection, improve the legal and regulatory framework for the private sector, and build capacity within the government to manage the economy.

The report urges European governments to send more troops to Afghanistan, eliminate or reduce the national caveats on their troops, and reverse their “underperformance” by increasing reconstruction aid. On the flip side, the report pushes the U.S. to shift its combat strategy to a more political one and abandon its counter-narcotics plans of aerial spraying or buying up opium crops. It recommends the U.S. shift the onus of the problem onto traffickers and concentrate on arresting and prosecuting drug lords and their governmental supporters.

The National Solidarity Programme (NSP) was created by the government of the Islamic Republic of Afghanistan to develop the ability of Afghan communities to identify, plan, manage and monitor their own development projects. NSP was established in 2003 by the Ministry of Rural Rehabilitation and Development to lay the foundation for a sustainable form of inclusive local governance, rural reconstruction, and poverty alleviation.
