Starting 1st of February, 2003, the new manager of the Greek Office is the current co-ordinator of the office, Evangelos Markatos. Evangelos received his diploma in Computer Engineering from the University of Patras in 1988, and the M.S and Ph.D. degrees in Computer Science from the University of Rochester, New York, in 1990 and 1993 respectively. Since 1992, he is an associated Researcher of the Institute of Computer Science of the Foundation for Research and Technology - Hellas (ICS-FORTH) where he is currently the head of the Advanced Computing Systems group. The Year 2003 (Black Sheep) is the 4700th Chinese year. The Chinese believe that the first king of China was the Yellow King (he was not the first emperor of China who completed the Great Wall). The Yellow King became king in 2697 B.C., therefore China will enter the 4700th year on February 4th, 2003. Also, the Chinese Year uses the cycle of 60 Stem-Branch counting systems and the Black Sheep is the 20th Stem-Branch in the cycle. Since 4700 = (60 *78) + 20, therefore this Black Sheep Year is the 4700th Chinese Year.

And the winner of the 2003 True Stella Awards: The City of Madera, Calif. Madera police officer Marcy Noriega had the suspect from a minor disturbance handcuffed in the back of her patrol car. When the suspect started to kick at the car's windows, Officer Noriega decided to subdue him with her Taser. Incredibly, instead of pulling her stun gun from her belt, she pulled her service sidearm and shot the man in the chest, killing him instantly. The city... says the killing is not the officer's fault; it argues that "any reasonable police officer" could "mistakenly draw and fire a handgun instead of the Taser device" and has filed suit against Taser, arguing the company should pay for any award from the wrongful death lawsuit the man's family has filed. What a slur against every professionally trained police officer who knows the difference between a real gun and a stun gun! And what a cowardly attempt to escape responsibility for the actions of its own under-trained officer.

The TIMSS 2003 data collection is complete, and the results released December 14, 2004. Conducted on a four-year cycle, the first round of TIMSS was in 1995 and the second in 1999. Preparations are underway for the next round of TIMSS, which will take place in 2007.

InfoVis 2003, the ninth annual IEEE Symposium on Information Visualization, was held on October 19-21, 2003, in the Doubletree Hotel at the Seattle Airport in Seattle, Washington. InfoVis is the primary meeting in the field of information visualization, and is held in conjunction with the IEEE Visualization conference annually. Information visualization centers around helping people explore or explain data that is not inherently spatial, such as that from the domains of bioinformatics, data mining and databases, finance and commerce, telecommunications and networking, information retrieval from large text corpora, software, and computer-supported cooperative work (CSCW). This year, the Symposium introduced a design contest to help initiate the development of benchmarks for the field and to promote more evaluation within the community.
