Over all, the situation of Ukrainian dissidents and religious activists in 1983 was bleak. The nucleus of the Ukrainian human-rights movement - the members of the Ukrainian Helsinki Group - remain, for the most part, either in labor camps or exile. Many were re-arrested while still serving their terms.
