On 7 May 1983 opened the Nordic House in the Faroes (Norðurlandahúsið í Føroyum). This is the cultural center of the Nordic Council in the Faroes and at the same time one of the most exciting modern buildings in Scandinavia. This stamp issue shows the National costumes of the nine Nordic nations (Sápmi and Greenland had no reckognized flags at that time).

A meeting of the National Friends of Ernestina/Morrissey was held in Providence, RI on April 10, 1983 to strengthen and focus the efforts of the group. Representatives from New York and the New England area gathered to amend the by-laws and register the National Friends as a non-profit in the Commonwealth of Massachusetts. Voting members were to be the chairs of the local friends groups including Joe Cardozo (Bridgeport), Donald Frost (Gloucester), Ed Andrade (New York), Carl Cruz (New Bedford), Oling Jackson (Providence), Michael Platzer (Rye), and Alfred Cardoza (Wareham). Officers appointed were Laura Pires Houston, president, Fred Littleton, secretary, Austen Colgate, treasurer, John Santiago, clerk, Joe Cardozo, membership secretary, Julius Britto, executive director.

Stephen Frykholm is again the designer for the 1983 poster. As Director of Corporate Communication Design and Development for Herman Miller, Inc., Frykholm has received national and international attention to his posters and other graphic works including his popular summer picnic posters designed for Herman Miller's annual summer picnic.

The Bureau of the Census conducted the 1983 NPTS (... the earlier 1969 and 1977 Surveys) under the sponsorship of several agencies of the U.S. Department of Transportation. The study was sponsored by the Federal Highway Administration, National Highway Traffic Safety Administration, the Urban Mass Transportation Administration (currently named 'Federal Transit Administration'), and the Office of the Secretary of Transportation.
