By the Spring of 1919, serious fighting had broken out in northern Russia between the Allied forces and the Red Army. Although the French government was the most ardent proponent of military engagement against the Bolsheviks, the American and British governments were not willing to go beyond financial and material support for the White Russians after the signing of the Armistice with Germany. On September 30th, the Allies withdrew their troops from Archangel and the remaining Allied forces departed Murmansk on October 12th. The Bolsheviks quickly seized control of these ports after the Allied evacuation.

The summer of 1919 saw a national racial frenzy of clashes, massacres, and lynchings throughout the North and South. All were started by whites. The Red Summer refers to the summer and fall of 1919, in which race riots exploded in a number of cities in both the North and South. The three most violent episodes occurred in Chicago, Washington, D.C., and Elaine, Arkansas. On the afternoon of July 27, 1919, a stone-throwing melee between blacks and whites began after a black youth mistakenly swam into territory claimed by whites off the 29th Street beach in Chicago. Amidst the mayhem, Eugene Williams, a black youth, drowned. When a white police officer refused to arrest the white men involved in the death, and instead arrested a black man, racial tensions escalated. Fighting broke out between gangs and mobs of both races.

The Afghan army, on paper, posed a significant threat to the thinly spread Northwest Frontier Force in 1919. 50,000 troops were organized into 75 infantry battalions, 21 cavalry regiments, and roughly 70 batteries (280 guns). The purpose of the army was to provide a core of regular troops around which the tribal lashkars, possibly as many as 80,000 fighting men, could form.
