The 1893 Report of the Board of Park and Boulevard Commissioners is a “detailed and comprehensive look at Kansas City’s topography and traffic patterns, population density and growth, its industrial and residential sections, and its prospects for future development. It was, in a word, planning. It contained three primary sections: a letter of transmittal to the mayor; a detailed report from the board, and a technical report [engineer’s report].(1) George Kessler wrote the engineer’s report and August R. Meyer wrote the main body of the report. The Report of the Commissioners covers the Growth of the Sentiment in Favor of Parks in Kansas City; Aim and Justification of Park Improvement; Preliminary Work of the Park Commission; The Value of Beauty; The City's Duty; Effect of Parkways or Boulevards Upon Real Estate Values; and Experience of Other Cities.
From 1893 to 1933, the Anti-Saloon League was a major force in American politics. Influencing the United States through the printed word and lobbying, it turned a moral crusade into a Constitutional amendment. The League left a legacy of printed material at a site bequeathed to the Westerville Public Library which houses the Anti-Saloon League Museum.

European depression was a further source of weakness as 1893 began. Recession struck France in 1889, and business slackened in Germany and England the following year. Contemporaries dated the English downturn from a financial panic in November. Monetary stringency was a base cause of economic hard times. Because specie -- gold and silver -- was regarded as the only real money, and paper money was available in multiples of the specie supply, when people viewed the future with doubt they stockpiled specie and rejected paper. The availability of specie was limited, so the longer hard times prevailed the more difficult it was for anyone to secure hard money.

In the Chicago of 1893, the Mayor was elected to a 2-year term and received a salary of $7,000. The city council was composed of 68 aldermen, two each from the 34 wards. One alderman is elected from each ward in alternate years.
