On April 19, 1861, [the mayor] confronted and tried to appease a pro-Confederate crowd but failed to prevent shedding of the first blood in the Civil War. Southern sympathizers that day attacked Massachusetts troops moving through the city to defend Washington. Soon afterward, Baltimore was occupied by Union troops, who stayed longer even than did troops in New Orleans. An English newspaperman, William Howard Russell, called wartime Baltimore "the Warsaw of the United States."

After Lincoln’s election in November 1860, South Carolina seceded, setting in motion events that would soon lead to the first shots of the Civil War. Lincoln’s postmaster general, Montgomery Blair, would oversee the department until 1864 and ensure that postal communications continued uninterrupted during this turbulent period. Blair not only maintained services, he introduced significant changes during his term.
The 1861 Census for Wales was taken on the night of 31 March 1861. Census returns were collected according to registration district. These returns were divided into sub-districts and assigned consecutive piece numbers for reference purposes.
