Kaliningrad has been a Special Economic Zone (SEZ) for many years. The related old law granted exemptions from customs duties components imported in Kaliningrad and processed on the spot. A revised law came into effect in April 2006. The new rules allow for continuation of the existing incentives for those investors who are already in Kaliningrad, for a transitional period of 10 years.
